ON APPROVING MINIMUM STANDARDS REQUIRED FOR DECLARING AS TOURISM DESTINATIONS OR TOURISM VILLAGES, INCLUDING SPECIAL URBAN DEVELOPMENT AND ENVIRONMENTAL NORMS, DEVELOPMENT GOALS, OBJECTIVES, ACTIONS
Guided by point 2 of part 1 of Article 5 of the Law of the Republic of Armenia "On tourism":
I hereby order:
1. To approve the minimum standards required for declaring as tourism villages, pursuant to Annex No 1.
2. To approve the minimum standards required for declaring as tourism destination, pursuant to Annex No 2.
3. To assign the Department of Information and Public Relations of the Ministry of Economy of the Republic of Armenia to ensure the publication of this Order on the official website of the Ministry of Economy of the Republic of Armenia.

Annex No 1 to Order of the Minister of Economy of the Republic of Armenia No 2240-L of 6 September 2024 |
MINIMUM STANDARDS REQUIRED FOR DECLARING AS TOURISM VILLAGES
1. GENERAL PROVISIONS
1. The following main concepts shall be used in this Annex No 1:
(1) rural tourism — tourism in a rural environment during which a tourist has the opportunity to avail, directly in the village, of the provided services, which may be combined with the potential and tourism resources of the rural settlement, inter alia, including adventure tourism, cultural tourism, gastro tourism, ecotourism, ethnotourism, enotourism, as well as include tourism experiences characteristic of the rural environment;
(2) rural environment — a non-urbanised area (with up to or nearly ten thousands permanent residents) or settlement considered as village by the Law of the Republic of Armenia "On administrative-territorial division of the Republic of Armenia" where there are agricultural, forest resources, and folk traditions, rituals, traditional social structure and lifestyle are preserved;
(3) tourism village — a settlement, provided for by point 33 of part 1 of Article 3 of the Law of the Republic of Armenia "On tourism", meeting the standards set under Table 1 attached to this Annex and declared as a tourism village by the decision of the Government of the Republic of Armenia, where a visitor avails of the local tourism products and the available hard infrastructure;
(4) affected beneficiaries — residents of a settlement who have the opportunity to offer rural tourism, chamber of commerce and industry, organisations representing the interests of employers or employees, developers, persons carrying out other entrepreneurial activities, including persons involved in small and medium entrepreneurship.
2. By this Order, the goal of approving the minimum standards for declaring as tourism village shall be to encourage rural settlements to achieve the status of tourism village in line with the international best practice.
3. As a long-term vision, the goal of encouraging the status of tourism village shall be to:
(1) create new jobs in the settlement and improve the living standard and welfare of residents of the settlement;
(2) ensure sustainability (viability) of the services provided or offered to a tourist and further development thereof;
(3) prevent reduction of the population and the emigration of residents to urbanised settlements;
(4) foster the development of other branches of economy in the settlement, with respect to the revitalisation of tourism services;
(5) value the cultural features of a settlement, the restoration and preservation of traditions;
(6) foster the overall economic welfare;
(7) strengthen adaptability and resistance to climate changes.
4. Meeting the standards approved under this Order will allow the settlement contending for the status of tourism village to:
(1) support and promote the entrepreneurial activities of persons involved in the sector of tourism activities;
(2) improve access of a tourist to rural settlement and the link of the settlement to the hard infrastructure connecting to the external world;
(3) ensure the provision of hard infrastructure such as water supply and drainage systems, water treatment plants, other utility services, improve the quality thereof, modernise these services and the hard infrastructure for their maintenance, ensure access to mobile and fixed Internet or improve the quality of Internet connection;
(4) develop the entrepreneurial skills, capabilities and potential of residents of the rural settlement;
(5) promote the ensuring of gender equality in the rural environment, the employment and economic activities of youth and vulnerable groups;
(6) assist in more targeted observation of the needs of settlements in the fiscal policy.
5. Meeting the criteria envisaged for a tourism village will create an opportunity to guide the settlements of the Republic of Armenia to meet the standards for applying for tenders announced to receive the status of "tourism village" of the United Nations World Tourism Organisation (UN Tourism).
6. In order to bring the settlement contending for the status of tourism village or the settlement with the potential for rural tourism into compliance with the international standards, the affected beneficiaries and state bodies need to:
(1) prioritize and protect the settlements having potential of tourism village, preserve and protect the landscapes, biodiversity, tangible and intangible cultural diversity and local assets of the rural environment;
(2) introduce and convey driving force for development to the approaches that support the three pillars of stability, including economic, social and environmental pillars, as predetermined in the Sustainable Development Goals of the United Nations (UN);
(3) carry out monitoring and evaluation of outcomes of activities and programmes directed to the tourism development.
7. As short-term and mid-term outcomes, it is necessary to consider implementation of the following goals:
(1) promote the growth of the population;
(2) promote gender equality, enhancement of the role of youth and vulnerable groups and expansion of the workforce;
(3) promote positive rural transformation and encourage civic and economic entrepreneurship;
(4) advance public-private partnership and active engagement of communities;
(5) improve communication, hard infrastructure, engage investments and ensure access to finance;
(6) promote the use of digital technologies and innovations;
(7) promote innovations in the development of goods and services, and encourage the formation and integration of value chain;
(8) promote more efficient use of natural resources by entities engaged in the tourism sector, ensuring sustainable development, reduce emissions and wastes;
(9) promote education and improve the abilities and skills of residents which will help to improve the quality of services that shall be provided in the tourism sector.
8. To meet the standards approved by this Order, the settlements contending for the status of tourism village need to:
(1) consider tourism development as a priority when rendering decisions by the Council of Elders or head of community;
(2) strictly follow the tourism destination management plan (if available), as well as study, introduce the recommendations presented as a result of monitoring and evaluation;
(3) closely co-operate with the organisation managing tourism destination and, when rendering decisions by the Council of Elders or head of community, take into consideration the proposals presented thereby (if available);
(4) be guided by the following documents when rendering decisions by the Council of Elders or head of community:
a. Sustainable Development Goals of the United Nations;
b. recommendations of the United Nations World Tourism Organisation;
c. Report of the Organisation for Economic Co-operation and Development (OECD) regarding tourism trends and policy;
(5) identify the target groups of tourists who are interested in the attractiveness of the village and the proposed tourism products and experiences;
(6) identify the needs of target groups of tourists;
(7) prepare, in foreign languages, and disseminate advertising materials addressed to the target groups of tourists;
(8) develop and install guiding and informational signs, panels;
(9) consider the modern trends, tools and innovations used during the provision of tourism services in the short-term, mid-term and long-term perspective, particularly:
a. as a start, study these standards as a checklist of mandatory steps which will provide the opportunity to identify the challenges and opportunities of the settlement contending for the status of tourism village;
b. develop an action plan, giving preference to the overcoming of challenges, the introduction of innovations, the brand, the sustainable development of communities, the preservation of natural and cultural resources;
(10) organise and conduct courses and workshops for young specialists, pupils and students studying in educational institutions in order to shape and enhance the following abilities and skills, including:
a. introduction and application of innovative ideas;
b. entrepreneurship and engagement of investments;
c. presentation and advertising — on digital or on-line platforms — of the tourism village and the tourism product established locally.

Village shall be committed to providing tourists with the opportunity to: (1) participate in harvest, honeysuckle, preparation of spirit and non-spirit drinks, horse riding, trailer tour, animal care and other similar experiences; (2) prepare local dishes under the guidance of its residents involved in traditional applied arts and crafts, be a part of other experiences and make souvenirs; (3) organise tastings of local dishes and drinks. |

B. tourism infrastructure |
Village shall be committed to: (1) ensuring, within its territory, the availability of hotel facilities offering affordable hotel services which in terms of the nature, size and appearance of the services offered thereby are more relevant to and harmonious with the types of tourism offered by the village; (2) ensuring public catering facilities within its territory, upon necessity; (3) taking measures to establish museums (to rebuild, make improvement, if available) and exhibition halls, which will help to discover and exhibit attractiveness of the tourism, present stories thereof or the exhibition halls devoted thereto; (4) designating, furnishing and adjusting sales outlets designed for the residents of the tourism destination to realise products thereof or establishing a marketplace for agricultural goods. |

C. human resources qualified or having undergone training in the tourism sector |
Village shall be committed to: (1) developing attractive offers in line with the needs of tourists and ensuring the competitive advantages of the village through the human resources. |
|
(b) preservation and promotion of cultural resources |
Village shall be committed to: (1) promoting and preserving its particular cultural resources, including local customs, legends, stories, as well as showing of national songs and dances. |
|
(c) preservation and promotion of natural resources |
Village shall be committed to: (1) co-operating with local self-government bodies bordering its administrative boundaries or operating adjacent to it, with the view to promoting and preserving the specially protected nature areas, natural monuments, hiking trails within the community – not contending to obtain the status of tourism village – which may be located in the areas of other communities or continue towards other communities. |
|
(d) economic sustainability |
Village shall be committed to: (1) promoting economic sustainability by supporting economic development, the promotion of entrepreneurship, as well as investments. |
|
(e) social sustainability |
Village shall be committed to: (1) promoting and encouraging the establishment of inclusive environment, hard infrastructure and strengthening social cohesion. |
|
(f) environmental sustainability |
Village shall be committed to: (1) promoting or disseminating its policies, measures and initiatives aimed at ensuring environmental sustainability which are called for ensuring preservation of its cultural resources and reducing the negative impact of tourism on the environment, in certain cases, by restricting the entry of tourists into certain areas. |
|
(g) tourism development and integration of value chains |
Village shall be committed to: (1) promoting tourism, encouraging expansion of the value chain and increase of competitiveness with regard to market access, marketing and promotion, innovations, manufacturing and improvement of quality of goods; (2) branding its offered tourism services, which will comply with the state policy in the tourism sector and will be coordinated with the Tourism Committee of the Republic of Armenia. |
|
(h) management and tourism preference |
Village shall be committed to: (1) turning tourism into a strategic pillar for development of the village; (2) promoting public-private partnership; (3) co-operation at all levels of state administration. |
|
(i) hard infrastructure and connections with the external world |
Village shall have: (1) hard infrastructure that facilitates access to natural resources and ensure communication to the village and from the village to other settlements; (2) more adapted hard infrastructure for persons with disabilities that will provide access for persons with disabilities to the tourism experiences offered in the village; (3 in the facilities operated by persons providing hotel services there shall be an information centre or information corner with informational signs guiding towards cultural, natural monuments, settlements, hiking trails and other sites; (4) access to financial operations, payment terminals, POS terminals, which make cashless payments possible. |
|
(j) compliance with environmental standards |
Village shall be committed to: (1) having a garbage disposal system that operates with clear periodicity, providing financial allocations from the budget of the community for garbage disposal; (2) reviewing and, upon necessity, modifying the boundaries of hunting grounds located within its territory or co-operating with the local self-government bodies of the communities adjacent to its administrative boundaries in order to modify the boundaries of the hunting grounds located within territories thereof; (3) establishing a system for removal, collection of sewerage water and domestic wastes and emissions; (4) setting up a network of sewerage, water treatment plants, establishing a network of drinking and irrigation waters. |
|
(k) availability of a guideline for the appearance of a settlement |
Village shall be committed to: (1) designing the roofs, gates of buildings and constructions in a common style; (2) providing a system of external (street) lighting (lighting system), coating of streets and sidewalks, appearance of benches and trash cans, stops for public and private transport and bus stops, sales outlets, billboards, etc. |

(l) health, personal safety and security |
Village shall be committed to: (1) introducing security systems for life and health and ensuring security of residents, visitors and tourists; (2) providing opportunities for the provision of rescue and healthcare services in the village or in the areas adjacent to or near the village. |

Annex No 2 to Order of the Minister of Economy of the Republic of Armenia No 2240-L of 6 September 2024 |
MINIMUM STANDARDS REQUIRED FOR DECLARING AS TOURISM DESTINATIONS
1. GENERAL PROVISIONS
1. The following main concepts shall be used in this Annex No 2:
(1) tourism destination — a certain geographical area coinciding or not coinciding with the boundaries of administrative-territorial division prescribed by point 29 of part 1 of Article 3 of the Law of the Republic of Armenia "On tourism" which — with the natural resources located within its territory, cultural attractions offered within its territory and its specialised infrastructure — offers a tourist an opportunity to avail of at least one type of tourism and may, by virtue of the services offered within its territory and the engagement of the entities providing those services, ensure, through specialised structures, servicing of the particular type of tourism, meets point 2 of this Annex No 2 and in which the standards provided for by Table 2 of this Annex No 2 have been introduced;
(2) affected beneficiaries — natural and legal persons or associations thereof prescribed by sub-point 2 of point 1 of Annex No 1, operating in the premises of certain settlements, administrative districts or administrative-territorial units included in the management plan of the tourism destination and approved by this Decision.
2. In order for a settlement, administrative district or administrative-territorial unit containing significant tourism resource, as well as the cluster thereof to become a tourism destination, they at least need to:
(1) serve as a tourism hub with certain commonalities that are in line with the potential of the locality concerned;
(2) have the tourist attractions of the unit, such as historical and cultural monuments, specially protected nature areas, natural monuments, landscape, hard infrastructure designed for hosting tourists, etc.;
(3) have a specific thematic direction for tourism;
(4) clearly express, in the legal documents adopted thereby, the will to become a tourism destination and, for this purpose, take measures to foster the preservation and development of human resources residing in the locality and in the region, traditions and intangible cultural assets;
(5) take measures to replenish the available tourism resources and associated hard infrastructure feeding or servicing them, contributing to the increase of duration of visit of tourists at the tourism destination;
(f) ensure public-private partnership.
3. The Tourism Committee of the Republic of Armenia shall, through a competent state administration body, forward the proposals regarding the availability of conditions provided for by point 2 of Annex No 2 approved by this Decision in the settlement, administrative district, administrative unit or the cluster thereof contending for becoming a tourism destination, to the Government of the Republic of Armenia for rendering a decision on declaring the settlement, administrative district or administrative-territorial unit containing that remarkable tourism resource, as a tourism destination.
4. The regulations prescribed by points 3, 5-6, sub-points 2-5 of point 4, sub-points 4-9 of point 7 of Annex No 1 — approved by this Order — shall apply to a tourism destination to the extent that they are relevant to the tourism destination, do not contradict the regulations prescribed by this Annex No 2 and arise from the peculiarity of the tourism destination.
5. As a long-term vision, establishment of the tourism destination shall aim in the concerned geographical area (locality) to:
(1) diversify the tourism offer of the Republic of Armenia;
(2) increase the number of well-developed tourist attractions;
(3) engage foreign investments for implementation of strategic goals for tourism and regional or local economic development;
(4) create new jobs and improve the welfare of residents of the tourism destination;
(5) increase the competitiveness of marzes of the Republic of Armenia.
6. As short-term and mid-term goals and means it is necessary to consider implementation of the following actions:
(1) create an institution, structure, body or legal entity ensuring implementation of steps and measures targeted at the implementation of short-term and mid-term goals, the operation whereof will be aimed at implementing the strategy for development of the tourism destination;
(2) strengthen the public-private partnership, management and the active involvement of communities;
(3) maintain and increase recognisability of tangible and intangible cultural heritage;
(4) actively engage the entities carrying out tourism activities in the public hearings and in the decision-making by local self-government bodies, and take into consideration and address issues and concerns that persons carrying out activities in the tourism sector record while supplying goods, providing services to tourists or carrying out activities for tourists directly or through mediation.
7. To meet the standards approved by this Order, the bodies with the competence to make decisions on behalf of the settlements contending for the status of tourism destination, must:
(1) co-operate with donor organisations to draft a development strategy for the tourism destination and conduct technical-economic and feasibility study, particularly to:
a. carry out, jointly with donor organisations, phased activities for establishing a tourism destination;
c. draft an action plan provided for by paragraph (b) of point 9 of Annex No 1 approved by this Decision;
(2) submit the drafted development strategies to the Public Investment Committee of the Republic of Armenia for approval;
(3) while drafting the development strategy, take into consideration the institutional capacities of the implementing structures, the social-economic, environmental, management, including risks arising during financial management and project implementation, and the procedures that are applied in the course of operation of the state administration system, including the procurement procedures, as well as, during planning, envisage the realistic and reasonable time limits needed for implementing actions thereof in accordance with the requirements prescribed by the legislation of the Republic of Armenia.

(b) availability of Destination Management Organisation (DMO) |
Ensuring stability of a tourism destination requires a specialised structure or institution, that is to say, the availability of a destination management organisation and effective work. This pushes forward the public-private partnership, co-operation with local self-government bodies, co-operation at all levels of state administration, as well as the involvement of affected beneficiaries. The Destination Management Organisation shall be committed to: (1) turning tourism into a strategic pillar for development of settlements; (2) co-operating with entities carrying out tourism activities which will ensure effectiveness of management. |
|
(c) homes, structures, stylistic (designed) roofs that are improved or restored and are of historical or cultural value |
Tourism destination shall be committed to offering: (1) implementation of the commitment envisaged by sub-point 1 of point "k" of Table 1 of Annex No 1 approved by this Decision in the premises of the tourism destination; (2) improvement of streets and sidewalks; (3) installment and improvement of benches; (4) development of the appearance of trash cans and instalment of trash cans to ensure effective and proportionate distribution thereof in the entire area; (5) separation and furnishing of stops designed for tour buses and public transport; (6) establishment of sales outlets in accordance with the style of the area; (7) installment of billboards. |

(d) improved museums and houses of culture |
Tourism destination shall be committed to offering: (1) establishment, in the premises of the tourism destination, of museums and exhibition halls envisaged by sub-point 3 of point B of Table 1 of Annex No 1 approved by this Decision; (2) hosting of events in houses of culture (including corporate events) which will be envisaged for organising cultural, cognitive events or outbound events for tourists, precluding the use thereof for non-targeted events. |
|
(e) improved gardens, parks, rest and rehabilitation zones |
Tourism destination shall be committed to offering: (1) reconstruction of garden squares, rest zones or improvement thereof; (2) installment of platforms and equipment for viewing birds and animals; (3) designation and equipment of public restrooms. |
|
(f) operating or restored stations for drinking or irrigation water, water supply, sewerage and water treatment plants, energy infrastructure |
Tourism destination shall be committed to offering: (1) establishment of hard infrastructure envisaged by sub-points 3-4 of point "j" of Table 1 of Annex No 1 approved by this Decision; (2) provision of a modern energy-feeding and energy-supply system that is economical and has minimum impact on the environment. |

(g) availability of leisure and overnight stay for tourists, public catering facilities |
To extend the leisure of tourists in the premises of the tourism destination as much as possible, the tourism destination shall be committed to offering: (1) availability, in the premises of the tourism destination, of hotel industry entities offering hotel services as provided for by sub-point 1 of point B of Table 1 of Annex No 1 approved by this Decision; (2) availability, within its premises, of sales outlets and agricultural markets as provided for by sub-point 4 of point B of Table 1 of Annex No 1 approved by this Decision; (3) encouragement for establishing places of leisure in order to ensure reduction of noise made by tourists in the evening hours, as well as rest of the local residents; (4) encouragement for entrepreneurs to set up public catering sites; (5) organisation of tastings. |

Section 2. Services, advertising, management and analysis (soft infrastructure) | |
|
(a) introducing and managing a system for gathering the internal statistics of the destination |
The community or tourism destination management organisation shall be committed to: (1) maintaining the statistics on tourists and visitors having visited the tourism destination. |
|
(b) conducting monitoring of tourists’ expenses |
Tourism destination shall be committed to: (1) launching the system of monitoring and evaluation of tourists’ expenses through the tourism destination management organisation in order to measure and, based on facts, evaluate the average expenses made by one tourist in the premises of the tourism destination and the directions for spending; (2) analysing the changes of needs of tourists, taking them into consideration for further development of the tourism destination. |
|
(c) management plan for the destination and the cultural sites in the premises thereof (where necessary) |
Tourism destination shall be committed to: (1) drafting and implementing regulations for maintenance of the limit of tourism carrying capacity at cultural sites; (2) developing and applying special rules in specially protected areas for organising and conducting tourism in sites with resources with special protection or in sites with limited number of visits, including them in the tourism destination management plan. |
|
(d) developing and presenting thematic tour itineraries at the destination |
Tourism destination shall be committed to: (1) designing, through the inclusion of the main tourist attractions, thematic itineraries in order to make the cultural heritage and heritage of nature more attractive and accessible. |
|
(e) intangible cultural assets and unique experiences |
Tourism destination shall be committed to offering: (1) creation of an opportunity for tourists to participate in tourism experiences characteristic of the peculiarities of the locality, by observing all the rules required for ensuring protection of life and health and security of a person during adventure tourism. |
|
(f) marketing, advertising, and promotion of a tourism destination |
Tourism destination shall be committed to: (1) choosing and targeting countries with potential for inbound tourism to the Republic of Armenia or carrying out marketing and advertising activities in these countries which are aimed at expanding the tourism value chain and increasing competitiveness at the tourism destination; (2) precluding the inclusion of distorted or imprecise information in advertising materials, and if needed, agreeing on their authenticity with the Tourism Committee of the Republic of Armenia or with the competent state body through the Tourism Committee of the Republic of Armenia in order to ensure dissemination of reliable and verified information about the historical, cultural and natural resources of the Republic of Armenia and preclude the publication of unverified information. |

Section 3. System capabilities | |
|
(a) advisory services with respect to cultural heritage |
Tourism destination shall be committed to: (1) promoting and preserving cultural resources, by providing consultancy-related activities in this direction. |
|
(b) availability of human resources qualified or having undergone training in the tourism sector |
Tourism destination shall be committed to: (1) having human resources provided for by sub-point 1 of point C of Table 1 of Annex No 1 approved by this Decision; (2) providing the tourist with quality services. |
|
(c) employees having undergone training within local self-government bodies for the thematic development of tourism destinations |
The tourism destination or the tourism destination management organisation shall be committed to: (1) actively co-operating with local self-government bodies, engaging in their activities community servants or other workers, consultants, providing the latter with training, enhancing their capabilities, which will foster the establishment, functioning and development of the tourism destination. |
|
(d) stability of the environment |
Tourism destination shall be committed to offering: (1) ensure of implementing the commitment provided for by sub-point 1 of point "f" of Table 1 of Annex No 1 approved by this Decision; (2) due to the commitment provided for by sub-point 1 of point "d" of Section 3 of this Table 2, development and offering of certain programmes for persons residing in the places adjacent to the territories restricted for tourism which will provide the opportunity for the residents of the particular area not to feel the financial and other damages arising from the restriction of tourism. |

Section 4. Public-private partnership | |
|
(a) improved public infrastructure |
Tourism destination shall be committed to offering: (1) selection, based on the developed programmes, of private investments, by giving preference to sustainable and long-term investments which will have a long-term and minimum impact on the surrounding environment; (2) implementation, where necessary, of hard infrastructure improvements through joint efforts with state bodies in order to implement the engaged investments. |
|
(b) use of digital products through the latest technologies |
Tourism destination shall be committed to: (1) supporting the private sector or offering competent state and local self-government bodies to create the necessary conditions for the private sector to generate digital tourism product in the premises of the tourism destination, i.e. for caves — the screening, showing of films that are shown in a cave. |
