GOVERNMENT OF THE REPUBLIC OF ARMENIA

No 1478-N of 23 October 2025

Being guided by the requirements prescribed by Articles 33 and 34 of the Law “On regulatory legal acts”, the Government of the Republic of Armenia hereby decides:

1. To make the following amendments and supplements to the Annex approved by the point 1 of the Decision of the Government of the Republic of Armenia “On approving the procedure for issuing and withdrawing a release certificate, classification of the film and making an indication on age restriction for the film” No 92-N of 18 January 2024:

(1) in point 7:

a. the words “and materials” shall be added after the words “documents”;

b. the words “designed for release or broadcasting, or cable distribution” shall be deleted from the subpoint 3;

c. subpoint 5 shall be amended as follows:

“(5) copy of the film of a proper quality (on a physical carrier (HDD or SSD) produced maximum within preceding three years) (provided for viewing and further storage), except for the cases of screen distribution, for the first time, of a foreign-produced film,”;

d. a new subpoint 6 shall be added which reads as follows:

“(6) in case of screen distribution of a foreign-produced film for the first time — a copy of certain segments of the film (on a physical carrier (HDD or SSD) produced maximum within preceding three years), containing subtitles or a dubbed version and enabling to classify the film and to make an indication on age restriction.”;

(2) in point 8, the words “and materials” shall be added after the words “the documents”;

(3) point 9 shall be amended as follows:

“9. Where the application fails to comply with the requirements prescribed by points 6 and 7 of this Procedure or the submitted documents or materials attached to the application are incomplete, the National Body shall, within 3 working days, forward a notice to the applicant by mail or in electronic form (by indicating the inaccuracies or the list of missing documents or materials), with a request of submitting the missing documents or materials or eliminating the inaccuracies within 10 working days (Form No 5). The applicant shall be considered as notified as prescribed by the legislation of the Republic of Armenia and may submit, in person or in electronic form, the adjusted application or missing documents or materials to the National Body.”;

(4) in point 10:

a. in subpoint 2, the words “or materials” shall be added after the words “the submitted documents”;

b. in point 3, the words “or materials” shall be added after the words “The submitted documents”;

(5) in point 11, the words “registration of the submitted application” shall be replaced with the words “submission of the full package of documents and materials specified in points 6 and 7 of this Procedure”;

(6) in the second paragraph of subpoint 2 of point 19 the words “submission, by the applicant, of complete application” shall be replaced with the words “submission, by the applicant, of full package of documents and materials specified in points 6 and 7 of this Procedure”;

(7) a new point 21.1 shall be added after point 21, which reads as follows:

“21.1. In the case prescribed by subpoint 6 of point 7 of this Procedure, the applicant shall ensure the presence of representatives of the National Body at the first screening (or at the preview, where preview is applicable) of the film within the territory of the Republic of Armenia, as a result whereof a protocol shall be drawn up by the representatives of the National Body as to whether or not the film contains subtitles or dubbed version and whether or not it complies with the classification and the indication on age restriction provided by the applicant (Form No 10).”;

(8) in point 24, the word “withdrawing the” shall be replaced with the words “rejecting the application for issuance of a”;

(9) in point 25:

a. in subpoint 1, the words “or materials” shall be added after the words “fake documents”;

b. a new subpoint 3 shall be added which reads as follows:

“(3) according to point 21.1 of this Procedure, a protocol was drawn up as to the film not complying with the classification and the indication on age restriction provided by the applicant, as well as on absence of subtitles or dubbed version of the film.”;

(10) in point 26, the words “, whereas in case of application of subpoint 3 of point 25 of this Procedure — the carbon copy of the protocol prescribed by point 21.1” shall be added after the words “by attaching the document package of the application request”;

(11) The Form No 5 shall be amended as follows:

On elimination of inaccuracies in the application request for issuance of a release certificate or submission of missing documents and materials

We hereby inform that the application for issuance of a release certificate for the film __ (title of the film) __ or the attached documents and materials, submitted to the NATIONAL BODY, contain the following inaccuracies, or the following documents or materials are missing:

1. The requirement of subpoint(s) (_) of point 6 of the Procedure for Issuing and Withdrawing a Release Certificate, Classification of the Film and Making an Indication on Age Restriction for the Film is filled out incompletely (or left blank) in the application submitted for issuance of a release certificate, according to which the following information ___________________ is missing/ indicated incompletely/ indicated incorrectly (underline the required part).

2. According to the requirement of sub-point(s) (__) of point 7 of the Procedure for Issuing and Withdrawing a Release Certificate, Classification of the Film and Making an Indication on Age Restriction for the Film, the following missing documents and materials are required to submit: ______________________________________.

3. According to point 9 of the Procedure, it is necessary to eliminate the existing inaccuracies and to submit, in person or in electronic form, the missing documents and materials to the National Body within 10 working days (*).

(*) The applicant is considered as notified as prescribed by the legislation of the Republic of Armenia.

(12) a new Form No 10 shall be added after the Form No 9, which reads as follows:

2. This Decision shall enter into force on the day following the date of its official promulgation.
